#EndSARS: Court Orders Central Bank To Unfreeze Accounts

The Central Bank of Nigeria has been ordered to unfreeze the bank accounts of #EndSARS protesters by a Federal High Court in Abuja, the country’s capital.

The Federal High Court in Abuja, Nigeria’s capital Wednesday, ordered the Central Bank of Nigeria (CBN) to unfreeze the accounts of 20 people linked with anti-police brutality protests known as #EndSARS.

In an apparent crackdown on protesters last October, the apex bank placed a ban on 20 young Nigerians’ accounts believed to be promoters of the protest.

In the aftermath of the demonstrations, the CBN said it received an exparte order from a Federal High Court in Abuja to freeze the bank accounts of the 20 persons “for a period of 90 days pending the outcome of investigation and inquiry currently being conducted by the Central Bank of Nigeria.”

According to details of the court order,  the apex bank had requested to freeze the accounts on Oct. 20, 2020, and it was immediately granted by Justice Ahmed Mohammed, an unusually fast-paced process.

Commercial banks like Access Bank, Fidelity Bank, First Bank Nigeria, Guaranty Trust Bank, United Bank of Africa, and Zenith Bank, where the #EndSARS promoters had opened accounts, received the order.

The affected persons were Bolatito Racheal Oduala, Chima David Ibebunjoh, Mary Doose Kpengwa, Saadat Temitope Bibi, Bassey Victor Israel, Wisdom Busaosowo Obi, Nicholas Ikhalea Osazele, Ebere Idibie, Akintomide Lanre Yusuf, Uhuo Ezenwanyi Promise and Mosopefoluwa Odeseye, among others.

Also, Gatefield Nigeria Limited, owners of Gatefield Co, an advocacy group that funded journalists for the media coverage of the protest had its Access Bank account frozen; the group said in a Twitter post last year.

But in his ruling on Wednesday, Justice Ahmed Mohammed said the order followed an agreement reached by parties in the suit to resolve the matter amicably.

While commending counsel to the CBN, Michael Andoaka, and lawyer to the defendants,  Femi Falana, the Judge ruled that “all processes filed in respect of the case are hereby deemed to have been withdrawn.”

He then set aside the November 4, 2020 order and ordered that all the affected persons’ accounts “be immediately defreezed.”

#EndSARS Protest

Regarded as one of the country’s biggest social upheavals in 20 years, many Nigerian youths united with an equal rage spewed against police brutality, particularly the high-handedness of the now-disbanded Special Anti-Robbery Squad, last October.

The nationwide protests attracted global attention at a time thousands of people were campaigning for an end to police brutality across the world.

The demonstrations came to a crescendo on Oct. 20, 2020, when soldiers deployed by the Nigerian Army opened fire at protesters at Lekki tollgate, Lagos State, Southwest Nigeria, hours after a curfew was imposed in the state by Babajide Sanwo-Olu, governor of the state in what was believed as an attempt to contain the protest.

Many protesters reportedly died, and others injured during what later became known by some as ‘#LekkiMassacre’. Authorities have insisted that the soldiers fired blank bullets and that nobody died.

Amnesty International put the death toll at 12, but the army and police have denied the killings.

Cryptocurrency: Senate Invites CBN Governor, Godwin Emefiele

The Senate has invited the Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele to brief its committees on the opportunities and threats of cryptocurrency on the nation’s economy.

The decision of the Senate to invite the CBN governor is sequel to a motion by a Federal Lawmaker Senator Istifanus Gyang during plenary on Thursday, on the CBN’s directive to stop financial institutions from transactions in cryptocurrencies and matters arising from them.

In their contributions; Federal lawmakers called for caution pointing out that while cryptocurrency has its negative sides and it has become the fastest-growing form of transaction all over the world.

They argued that technology has changed the way business is conducted in Nigeria and the country cannot run away from cryptocurrency. What has required some of them to say, is regulation.

The CBN had on February 5, 2021, ordered all banks to close accounts of anyone who transacts in cryptocurrency.

The order was contained in a circular to banks and other financial institutions, signed on Friday by the Director of Banking Supervision, Bello Hassan, and it is expected to take effect immediately.

According to the CBN, dealing in cryptocurrency or facilitating payments for cryptocurrency exchanges is prohibited.

“The Central Bank of Nigeria circular of January 12, 2017, ref FPR/DIR/GEN/CIR/06/010 which cautioned Deposit Money Banks (DMBs), Non-Bank Financial Institutions (NBFIs), other Financial Institutions and members of the public on the risk associated with transactions in cryptocurrency refers,” the statement said.

“Further to earlier regulatory directions on the subject, the bank hereby wishes to remind regulated institutions dealing in cryptocurrencies or facilitating payments for cryptocurrency exchanges is prohibited.

“Accordingly, all DMB’s NBFI’s or OFI’s are directed to identify persons and/or entities transacting in or operating cryptocurrency exchanges within their systems and ensure that such accounts are closed immediately.

“Please, note that breaches of this directive will attract severe regulatory sanctions. This letter is with immediate effect”.

The CBN further noted that the use of cryptocurrencies in Nigeria contravenes existing laws.

The apex bank warned Deposit Money Banks (DMBs) to desist from transacting cryptocurrencies and dealing with entities who do the same.

According to the CBN, cryptocurrencies are “issued by unknown and unregulated entities” and are increasingly being used to conduct ” many illegal activities including money laundering, terrorism financing, purchase of small arms and light weapons, and tax evasion.”

The CBN Governor is to appear before the committees on banking, ICT, Cybercrime, and Capital market.

These committees are to report back to the Senate in two weeks.

FG vows to stop planned #EndSARS protest at Lekki toll gate

The Federal Government on Thursday warned those planning a fresh #EndSARS protest at the Lekki Toll Gate, Lagos on Saturday to desist.

It said it would not allow any further resort to violence in the name of #EndSARS protest.

The Minister of Information and Culture, Lai Mohammed, handed down the warning at a press conference in Abuja.

While admitting that peaceful protests are the constitutional rights of Nigerians, the minister said violent protests are not.

He said the chances that any peaceful protest would be hijacked at this time were very high.

The minister claimed that based on the intelligence at the disposal of the Federal Government, some Nigerian activists have linked up with others outside Nigeria, “including subversive elements,” with a view to destabilising the country, adding that “We cannot and must not allow this to happen.”

Mohammed said, “Any further resort to violence in the name of EndSARS will not be tolerated this time.

“The security agents are ready for any eventuality. A situation in which six soldiers and 37 policemen were murdered in cold blood by hoodlums will not repeat itself.

“The attack, looting and razing of 269 private and public properties will not happen again. The killing of 57 civilians will not be re-enacted.

“We therefore strongly warn those who are planning to re-occupy Lekki Toll Gate on Saturday to desist. We know that many of those who have been loudest on social media in advertising the plan to reconvene in Lagos on Saturday are not even in Nigeria. They are elsewhere around the world fanning the embers of violence and inciting gullible people back home. No one should fall for their antics.

“No government anywhere will allow a repeat of the kind of destruction, killing and maiming wrought by the hijackers of EndSars protests last year. After all, only one policeman – (plus four others) – was killed in the invasion of the US Capitol in January, yet the FBI has continued

to hunt down and prosecute the perpetrators. No life is more important than the other.”

Pantami: FG Plans To Replace BVN With NIN

By Blessing Olaifa Abuja

The Federal Government has stated arrangements are ongoing to replace the Bank Verification Numbers (BVN) with the National Identity Numbers (NIN).

The Minister of Communications and Digital Economy Dr Isa Pantami, who disclosed this to newsmen shortly after a tour of telecoms operators and NIN licensees in Abuja, said President Muhammadu Buhari has been briefed on the on-going NIN registrations.

Pantami who said the President was happy with the conducts of the exercise so far, added he had also briefed the National Economic Sustainability Committee headed by Vice President Yemi Osinbajo on the imperative of replacing BVN with NIN.

Pantami argued that while BVN was only for accounts holders with various banks, the National Identity Numbers are for all Nigerians irrespective of their status.

To ascertain the smooth registration of Nigerians, the Minister visited the National Identity Management Commission (NIMC) registration Centre in Gwarinpa, the Zonal Headquarters of MTN, Glo Mobile and Airtel in Maitama as well as a Private operator, OMNL, Nigeria.

Accompanied by the Executive Vice Chairman of NCC, Prof Garba Danbatta; Director-General General of NITDA, Kashifu Inuwa and Chief Executive Officer of NIMC, Engr Aliyu Aziz, the Minister said he was impressed by the strict adherence to COVID-19 protocols at all the registration centres.

Responding to challenges encountered by those with the BVN data trying to upgrade with NIN data, Pantami said:” The challenge is that the BVN records may not be 100 percent the same with NIN but what is most important is that the NIN is the primary identity of each and every citizen, including legal residents.

“BVN is a policy of a bank and has not been established by law, NIN is the only mandatory number and the primary identification of our citizens and every other identification is secondary.

“The NIMC Act 2007 provides that all our citizens must be enrolled and the law gives them 60 days to enroll from the time the law was enacted and a maximum of 180 days and all permanent residents in the country and legal residents that have to stay here for a minimum of 24 months must be enrolled.

“So this is the primary identification of all and all other data bases are supposed to utilize this and not for NIN to utilize the BVN because it is the primary one.

“We discussed with the CBN Governor today on how to ensure that all our citizens with BVN will immediately be provided with the NIN. We are working on that but facilitating the process lies on CBN to make it much easier for our people.”

Asked to clarify government position on the BVN replacement with NIN, Pantami said:” I made a presentation to National Economic Sustainability Committee and I drew the attention of CBN Governor that we need to replace BVN with NIN because the BVN is a bank policy while NIN is a law.

“Because it has been established by law so the strength of the law wherever you go is not the same with a policy of one institution.

“Also, BVN is only applicable to those who have bank accounts but NIN is for every citizen and legal residents in the country. BVN is our secondary database while NIN and the database is the primary one in the country that each and every institution should make reference to NIMC.”

Buratai: Buhari Repaid My Father By Making Me Chief Of Army Staff

The immediate past Chief of Army Staff, Lt. Gen. Tukur Buratai (rtd), has admitted that the President gave him an appointment, because of the relationship between his father and Buhari.

Buratai stated this during a gala night organized by the 29th Regular Course Association in Abuja.

The event was to honour the ex Army Chief as the longest-serving COAS.

According to him, his appointment in July 2015 was a prize for the loyalty of his father, Yusuf Buratai, to Buhari.

Buratai’s father was a non-commissioned officer in the Royal West African Frontier Force and a World War II veteran who fought in Burma.

Buratai said, “My father was an ardent lover of the President and my appointment as COAS, therefore, was a price or reward for that gesture by the President.

“Of course, and as you have been told severally, we (the President and I) met in Njemena and he saw me and felt I was the right person to be COAS at that very crucial and critical moment of our history.

“And I am happy that we have discharged our responsibilities diligently, professionally and loyally, and I will continue to discharge my responsibilities to him and of course to our country and our people.

FBI Warned FG, CBN On Scammers Using Cryptocurrencies To Defraud The West

  • Christine Lagarde: Bitcoin facilitates questionable transactions
  • Nigeria surged to second highest crypto destination in the world raking $200 to $300million a week without underlining economic activity, alarming the CBN
  • FG alarmed kidnappers had switched to bitcoin for ransom payments

More facts have emerged on why the Central Bank of Nigeria (CBN) decided to ban cryptocurrency trading in the country.

The apex bank prohibited dealing in cryptocurrencies or facilitating payments for cryptocurrency exchanges last week Friday.

Investigations by THISDAY have revealed that, the federal government and the CBN were warned by the United States’ Federal Bureau of Investigation, (FBI), on the activities of fraudsters using cryptocurrencies to bringing into the country hundreds of millions of US Dollars illegally obtained from the USA and other Western economies.

This was said to have particularly targeted COVID-19 stimulus packages designed to cushion the impact of lockdown measures on businesses and working families in these countries.

In an interview at a Reuters online event last week Wednesday, President of the European Central Bank, Christine Lagarde said of bitcoin: “It’s a highly speculative asset that has led to some reprehensible activity, including money laundering, and any loopholes need to be closed.

“There has to be regulation. This has to be applied and agreed upon at a global level because if there is an escape that escape will be used; she said.

According to THISDAY investigation, “FBI had discovered that fraudulent Nigerians, popularly known as yahoo boys, took control of large chunks of money released as stimulus in the wake of the devastating effects of the COVID-19, which has put many Americans out of jobs.”

In order to avoid detection, these fraudsters had been sending millions of dollars to Nigeria through cryptocurrencies. This made it difficult for the authorities in both Nigeria and the US to trace the illicit monies.

However, before these funds were used to destabilise the Nigerian economy, the CBN had to wield the big stick.

In the last six months, Nigeria is said to have become the second country in the world with the biggest cryptocurrency transactions.

According to highly placed sources within the presidency, “These fraudsters remitted between $200 and $300 million to Nigeria every week, using cryptocurrencies.

“The Central Bank and the federal government were clearly alarmed by this development and had to act fast before irreparable damage is done to the economy.” Even more disturbing was that intelligence reports indicated that kidnappers had switched to bitcoin for ransom payments, making it increasingly difficult to trace.

To make matters worse, investigations by FBI showed Nigeria did not have the underlining economic base to justify the massive flow of funds on a weekly basis. To compound the issue, was how the inflows were being routed leaving investigators puzzled and perplexed by the elaborated complicated channels in the digital money world of anonymity.

After the FBI tip-off that these funds being pumped into cryptocurrencies were products of fraud, the federal government, acting through the CBN, had to ban cryptocurrencies in Nigeria.

A cryptocurrency (or crypto) is a digital unregulated currency that could be used to buy goods and services, but uses an online ledger with strong cryptography to secure online transactions.

Much of the interest in the currency, not backed by any government, is to trade for profit, with speculators at times driving prices skyward.

But the CBN had, at the weekend, directed banks and other financial institutions to immediately close any accounts dealing in cryptocurrency or facilitating payment for cryptocurrency exchange, with immediate effect.

The banking regulatory authorities directed banks to expose any individual and entity running such accounts, warning that failure to adhere to the directives would attract strict sanctions.

The apex bank, in its circular on the issue, cautioned deposit money banks, (DMBs) non-bank financial institutions (NBFIs) and other financial institutions (OFIs) as well as members of the public on the risk associated with transactions in cryptocurrency.

The Director of Banking Supervision, Bello Hassan, and the Director of Payments System Management Department, Musa Jimoh, signed the circular.

“Further to earlier regulatory directives on the subject, the Bank hereby wishes to remind regulated institutions that dealing in cryptocurrencies or facilitating payments for cryptocurrency exchanges is prohibited.

“Accordingly, all DMBs, NBFIs and OFIs are directed to identify persons and/or entities transacting in or operating cryptocurrency exchanges within their systems and ensure that such accounts are closed immediately.

“Please note that breaches of this directive will attract severe regulatory sanctions. This letter is with immediate effect,” it stated.

However, the CBN directive had immediately drawn heavy criticisms from the Nigerian public, with a former Vice President, Alhaji Atiku Abubakar, advising the apex bank to reverse the decision, arguing that the country couldn’t close her economy at this time

In a statement personally signed, Atiku said the number one challenge facing Nigeria was youth unemployment, explaining that it was not just a challenge, but also an emergency, because it affected the economy, and exacerbating insecurity in the nation.

Speaking against the backdrop of the decision of the CBN to ban and restrict banks transactions in the cryptocurrencies, Atiku said, “What Nigeria needs now, perhaps more than ever, are jobs and an opening up of our economy especially, after today’s report by the National Bureau of Statistics indicated that foreign capital inflow into Nigeria is at a four year low, having plummeted from $23.9 billion in 2019, to just $9.68 billion in 2020.”

He said already, the nation had suffered severe economic losses from the border closure, and the effects of the #COVID19 pandemic.

Accordingly, he explained, “This is definitely the wrong time to introduce policies that will restrict the inflow of capital into Nigeria, and I urge that the policy to prohibit the dealing and transaction of cryptocurrencies be revisited.

“It is possible to regulate the sub-sector and prevent any abuse that may be inimical to national security. That may be a better option, than an outright shutdown.

“There is already immense economic pressure on our youths. It must be the job of the government, therefore, to reduce that pressure, rather than adding to it.

“We must create jobs in Nigeria. We must expand the economy. We must remove every impediment towards investments. We owe the Nigerian people that much,” Atiku stated.

The mother of the child wants the case close due to the fact that the man and the child's father (a blind man) are from the same village and she wouldn't want to incur the wrath from the village people on her children.

Nigerian Man, Two Ugandan Women Arrested For Drug Trafficking In India

A Nigerian man, identified as Kingsley, and two women from Uganda have been arrested with nine kilograms of narcotics in India. The country's Narcotics Control Bureau (NCB) busted the smuggling network, according to a report by Outlook.

The women, Jascent Nakalungi and Sharifah Namaganda said to be cousins, were intercepted by the Delhi unit of the central probe agency on January 28 after they landed at the Indira Gandhi International Airport in India.

According to the NCB, the two women had a medical visa for the treatment of Namaganda.

The duo was apprehended based on the agency's inputs following a drugs case detected in December wherein over five kg of heroin was seized and two Indians were arrested.

NCB deputy director (operations) K P S Malhotra said, "A total of 8kg of heroin and one kg of cocaine has been seized from the women. The drugs were hidden in their luggage bags that were handed to them in Uganda."

Kingsley was also arrested after the women's leads were followed, Malhotra said.

"The case reflects the standard route employed for trafficking of cocaine, which is manufactured illegally in South American countries.

'The seizure of heroin from this network points towards the reverse route of heroin trafficking. The intensive measures by border guarding forces, both at the northwest frontier and the high seas, have compelled drug traffickers to divert their loads towards Africa's horn, which is Mozambique.

"Heroin concealed in various shipments then reaches other parts of Africa, where the organized syndicates arrange the carriers.

"Subsequently, human couriers transport the drugs to India by adopting various ways like hiding the narcotics in the body cavity and by concealing in baggage among other methods, " Malhotra noted.

He has now come out to call them out again.

He wrote:

You can still withdraw your crypto funds into your account with Binance P2P

Earlier, CBN released a new policy on cryptocurrency, which made funding of account on Binance difficult as they have disabled Naira transaction on their platform but you can still make withdrawal.

Do not panic your coins are safe, now here is a trick to leverage on. We all know Binance uses a third party payment gateway and those parties are regulated by the finance body of Nigeria, so this is the reason why they disable all transactions in Naira.

With or without the CBN's Crypto policy you can still withdraw your crypto fund into your account with Binance P2P.

P2P (peer-to-peer) is a trading market where you can safely trade cryptocurrency in exchange.

How does Binance P2P escrow service work

Step 1: Place your order

Place an order to buy or sell cryptocurrency. The cryptocurrency will be held by Binance P2P temporarily until the the operation is successfully completed.

Step 2: Start a conversation

Start a conversation with the seller and buyer. When you are trading with a counterpart that you do not know, we recommend that you use the chat to communicate with him/her. The chat history will be essential if there is a dispute with your counterpart and you, make an appeal.

Step 3: Make the payment or release the cryptocurrencies

If you are a buyer, make the payment and notify the seller that you completed the payment. Click the ‘confirm’ button to notify the seller that you made the payment. If you are a seller, wait for the buyer's payment confirmation before releasing the crypto.

Step 4: The transaction was successful or the counterparty was not responding

In most cases, when everything goes smoothly, the buyer pays and the seller releases the crypto, but what happens if to counterpart was not fair? In other words, the buyer do not transfer the money or thw seller did not releases the crypto after the buyer made the payment.

In these case you need to open an appeal, click on the “appeal” button. Now is when the escrow service comes into play and this is why the crypto was temporarily held.

How does Binance P2P escrow service help crypto sellers?

If the cryptocurrency buyer did not make the payment, Binance P2P's escrow service will return the cryptocurrency to the seller when the time for negotiation is over.

How does Binance P2P escrow service help buyers?

If the buyer made the payment but the seller did not release the cryptocurrency, the buyer can open an appeal to notify Binance's customer service that the counterparty did not release the crypto. If you are the buyer, please provide as much evidence as you can, receipt of payment, or screenshots of the conversation you had with the seller, and once our customer service confirms the payment is made, we can release the crypto to your account.

Why is the escrow service so important?

The escrow service protects Binance’s users from scammers. If a user tries to convince you to make a deal outside the Binance P2P platform, ignore the suggestion and open an appeal. If you make a deal outside the platform we cannot protect you.

Imagine that you want to buy cryptocurrency and you find an offer at a competitive price but the seller seems new to the platform, with zero completed orders. How can you be sure that the seller will transfer the cryptocurrency to your wallet?

The escrow service aims to solve this type of situation, by holding the cryptocurrency in a deposit. When there is no agreement and the counterpart opens an appeal, Binance’s customer service will analyze both the buyer's and the seller's stories. If the buyer wins the appeal, the cryptocurrency will be released to his wallet. However, if he loses the appeal, the cryptocurrency will go to the seller’s wallet.

While the cryptocurrency is in the deposit, users can trade safely without the risk of losing money. Whatever amount of money you trade, all amounts are important to Binance P2P.

Frequently Asked Questions about the Binance P2P escrow service

What happens if, after making the payment, the seller does not answer and does not release the cryptocurrency?

The buyer can file an appeal if the seller is not responding to chat messages or not releasing the cryptocurrency. Our customer support team will evaluate the situation, contact both the parties, and release the crypto to the fair party.

When an appeal is opened, how long will the funds be frozen?

Our customer service works 24/7. The funds will be unblocked as soon as the dispute between the parties is resolved and this depends on the complexity of each case and the verification of the evidence provided by both parties. The waiting time can range from a couple of hours to days.

What happens if the buyer marks the transaction as paid but the seller has not received the funds?

If the buyer marks the order as paid without actually making the payment, the seller can appeal and our customer support team will cancel the transaction after verifying with both the parties. Upon cancellation, the seller will receive the cryptocurrency back in the wallet.

Its not a must to have money in your Binance account to make transfer to a buyer account. A bank transfer to the buyer's account will work and when you are transferring the money from your bank during P2P don't type anything crypto related in the description. Kindly talk to a binance representative for clearer info.

A preset is a free (or paid) add-on that comes with pre-determined settings for some of the different features in Lightroom. To download Favorito DNG file for free, click here to download, this is the platform created by Erno YbaƱez which is passcode protected, you need his password in pin code 5 digits number to access his page.  To get the passcode kindly click here.

Once you get the pin and entered correctly, your download will start right away. Another alternative was to get the preset for free, is to join our telegram channel where the direct file is being posted.

How to apply preset on mobile

After downloading the preset, you have to copy the settings which you will be applying to your pictures and videos. Presets are predetermined or already created settings saved in a file.

Presets already got all the settings and adjustment done already by a professional e.g the brightness, RGB, sharpness, color effects, temperature, vibrant, tint, saturation, exposure, contrast, highlights, shadows, texture, clarity, vignette, smoothness etc.

All you have to do is follow the explanatory pictures below to add and copy presets settings.

Step 1

Download and install lightroom app on your mobile, then launch the app. On the next screen after setting up everything (signing up and signing in) click on the add button to add your preset file(.dng format) which you downloaded earlier just like we have done in the above picture.

Step 2

After clicking on the add button on the next screen, you will see directories on your phone, locate the directory where you saved your preset file. If downloaded, go to downloads. In the above picture, my preset (.dng) is been collected on WhatsApp as document, so i locate it and then click on it.

Click on the add button to add the selected favorito file or any preset file you selected.

Note: On the lightroom app, the files are been displayed as pictures with an indicator at the top (RAW). Files are in .dng extentions and not like your normal pictures which are in .jpg, .jpeg, .png, .mp4, .mpeg etc.

Step 3

Go back to the main page, where you see all your directories on Lightroom like in the above picture and then click on all photos to see your recently added preset.

Locate the preset file and then click on it to open it on lightroom app just like in the above picture.

After clicking on the preset file, on the next page look at the top and ensure it is in edit mode, if its in info mode where you can see the info of the preset you just added click the top to change from info mode to edit mode.

Note: check the description/info of the file you opened and see if its a DNG file, if you saved the same file as picture it will be processed and saved as .jpg or .png. So this is an unprocessed raw file and only these files settings can be copied.

Step 4

After switching to edit mode, click on the menu button on the top right to copy the settings.

After clicking on the menu button click on copy settings to copy the preset settings.

Step 5

After you copy the presets settings, repeat step 3 but this time when you get to your picture directory locate the picture you want to apply the effect on. Click on the menu button at the top right just as it is in the picture.

Click on "paste settings" to add the already copied preset settings which we copied earlier. Once you click on paste settings, the effect will automatically be added to the image immediately, you are done.

Save the picture

Click on the share button at the top right screen close to the menu button and then click save to device.

Note: This saved picture has been saved as a raw file on the Lightroom app and the exported image which you saved earlier will be exported as .jpg, jpeg, png etc. This processed image can't be copied unless you have a saved backup of it on your lightroom app.

Lightroom tends to save a draft or backup of previous work which you just finished adding presets to, so its a raw file and the settings can be copied without the original Favorito presets.

This above guides work on all presets, thats how to add preset to your Lightroom application. If it doesn't copy and paste the settings, check the info of the picture or preset you are copying from to see if its a raw file (.dng).
